临高县位于海南岛西北部，全境东西宽34公里，南北长47公里，总面积1317平方公里。临高土地资源丰

富，地势平坦，土壤肥沃，雨量充沛，具有得天独厚的农业发展条件，素有“鱼米之乡”美称。海岸线长122

公里，有金牌、新盈、调楼、黄龙等天然优良港口，浅海滩涂面积5333公顷，发展海水养殖条件优越，海洋

捕捞业发达，是全省重要的渔业生产县，有“海南餐桌每三条鱼中就有一条是临高渔民打来的”的美誉。

2021年5月，根据第七次人口普查主要数据，临高县人口数量为42.1万人，位列海南省各市县人口数量排

行榜第10位，其中100岁及以上老人189人，占总人口每10万人比例为44.9%，超过了联合国规定每10万

人7.5%的百岁老人长寿指数要求，2021年12月16日，临高通过联合国积极老龄化专家委员会评审，认证

为“世界长寿乡”。

Lingao County is located in the northwest of Hainan Island. It is 34 kilometers wide from east to west and 47 kilometers long from

north to south, with a total area of 1,317 square kilometers. Lingao is rich in land resources because of its flat terrain, fertile soil

and abundant rainfall. It has unique conditions for developing agriculture and is known as \" a land flowing with milk and honey \".

The coastline is 122 kilometers long. There are ports with excellent geographical locations such as Jinpai, Xinying, Diaolou and

Huanglong. The shallow beach area is 5,333 hectares, which is perfect for the development of marine aquaculture and marine

fishing industry. It is an important fishery production county for the province. It is said that “Out of every three fish enjoyed on the

table, one is caught by Lingao fishermen\". In May 2021, according to the main data of the seventh census, Lingao County has a

population of 421,000, ranking 10th in all the cities and counties of Hainan Province. There are 189 elderly people aged 100 and

above, accounting for 44.9% of the total population per 100,000 people, which exceeds the UN requirement of 7.5% per 100,000

people for the longevity index of the centenarians. On December 16, 2021, Lingao passed the Review of United Nations Active

Aging Expert Committee and got the name of \"World Longevity Township\".

临高地处海南岛西北部，东邻澄迈县，西南与儋州市接壤，

西北濒临北部湾，北濒琼州海峡，与雷州半岛隔海相望。县

政府驻临城镇，距省会海口市83公里。境内海岸线长122公

里，主要有金牌、新盈、调楼、美夏、马袅、博铺等12座渔港，

可利用浅海滩涂4万多亩，海洋渔业资源极其丰富，海洋捕

捞产值和产量连续多年位居全省首位，其中临高县内的新

盈中心渔港定位为公益性国际一级渔港、调楼武莲渔港为

国家一级渔港、特色渔港美夏渔港、马袅湾等。

金牌港开发区位于临高县内，北面及东面环海，介于海口

市和洋浦经济开发区之间，距离海口市65公里，洋浦经济

开发区70公里，地处海南省西部工业走廊，具有独特的区

位优势。区内地势平坦，高差适中。海岸线总长21.85公里，

海域水深湾阔无淤，岸滩稳定，建港条件非常优越，适于建

造超级泊位和深水泊位群，是得天独厚的天然深水良港。

Located in the northwest of Hainan Island, Lingao is adjacent to Chengmai County in the east, close to Beibu Gulf in the

northwest, Qiongzhou Strait in the north and borders Danzhou City in the southwest and faces Leizhou Peninsula across

the sea. The county government resides in Lincheng, 83 kilometers away from Haikou, the provincial capital. The coastline

within the territory is 122 kilometers long. There are mainly 12 fishing ports such as Jinpai, Xinying, Diaolou, Meixia,

Maniao, Bopu,etc. More than 40,000 mu of shallow beaches can be used. The marine fishery resources are extremely rich,

and the output value and output of marine fishing have ranked top in the province for many years. Among these ports,

Xinying Central Fishing Port in Lingao County is positioned as a non-profit international first-class fishing port, Diaolou

Wulian Fishing Port is a national first-class fishing port, special fishing port Meixia Fishing Port, Maniao bay, etc.

Jinpai Port Development Zone is in Lingao County, surrounded by the sea in the north and east, between Haikou City and

Yangpu Economic Development Zone, 65 kilometers away from Haikou City and 70 kilometers away from Yangpu Economic Development Zone. It is located in the Western Industrial Corridor of Hainan Province with a unique location advantage.

The terrain in the area is flat and the height difference is moderate. The total length of the coastline is 21.85 kilometers,

the waters are deep and the bays are wide and free of silt, the shores are stable. Therefore, the port is perfect for the

construction of super berths and deep-water berth groups.

机场正在筹备建设，位于海南岛西北部，临高县南部，区位

交通优势明显，东临澄迈县，西南接儋州市，现有县道309与

G225连接贯通加来地区，至海南环岛高速18公里（现状国

道），至西环铁路8公里，至海口市区80公里，至儋州市区35

公里，至金牌港35公里。依托西部“空港”，谋划发展航空维

修、自贸物流、休闲旅游等产业，带动周边经济发展。

时任省委书记沈晓明到临高调研时提出，要重点聚焦金牌

港（海港）、儋州加来机场（空港）“两个项目”和热带高效农

业、海洋渔业“两个产业”来谋划发展。抢抓海南自贸港建

设重大机遇，进一步解放思想、敢闯敢试、大胆创新，坚决

扛起推动海南自贸港建设的临高担当，实现经济社会高质

量发展。另外，海南省“十四五”综合交通运输规划中提到，

加快建设产业大港，围绕装配式建筑、绿色建筑、建筑节能

等发展需求，推进临高金牌港建设，并将临高金牌港建设作为西部陆海新通道重点建设项目。

The airport is under preparation for construction. It is located in the northwest of Hainan Island and in the south of Lingao

County. The location has obvious transportation advantages for it is adjacent to Chengmai County in the east and Danzhou

City in the southwest. The existing county road 309 and G225 connect the Calais area, 18 kilometers away from the Hainan

Island Ring Expressway (current state road), 8 kilometers to the West Ring Railway, 80 kilometers to the urban area of

Haikou, 35 kilometers to the urban area of Danzhou, and 35 kilometers to Jinpai Port. Relying on the \"air-port\" in the west,

it plans to develop aviation maintenance, free trade logistics, leisure tourism and other industries to drive the economic

development of surrounding areas.

Shen Xiaoming, former Secretary of the Provincial Party Committee, proposed when he visited Lingao for investigation, to

focus on planning and developing the \"two projects\" of Jinpai Port (harbor) and Danzhou Calais Airport (air-port), and the

\"two industries\" of tropical high-efficiency agriculture and marine fishery. It also needed to seize the major opportunities

for the construction of Hainan Free Trade Port, further emancipate the mind, dare to try, boldly innovate, and resolutely take

on the high responsibility of promoting the construction of Hainan Free Trade Port, so as to achieve high-quality economic

and social development. In addition, Hainan Province's \"14th Five-Year\" comprehensive transportation plan mentioned that

the construction of a large industrial port would be accelerated, and the construction of the Lingao Jinpai Port would be

promoted around the development needs of prefabricated buildings, green buildings, and energy saving building. Lingao

Jinpai Port would be built as a key construction project of the new western land-sea passage.

公里，是海南省西部工业的重要组成部分，介于海口、洋浦两个保税区之间，区位条件优越；园区

毗邻琼州海峡，拥有良好的港口资源，距离海口新海港和洋浦港车程约60-70分钟，距离湛江流沙

港仅26海里，距离北海港96海里，距离环岛高速金牌互通仅10分钟车程，园区内为双向四车道的

金澜大道贯穿其中，交通条件良好。

Lingao Jinpai Port Development Zone is one of the 13 key parks of Hainan Free Trade Port. Located in the northeast of

Lingao County, with an overall planning area of 20.08 square kilometers,it is an important part of the western industry of

Hainan Province. It resides between the bonded areas of Haikou and Yangpu. It has regional advantages for the park is

adjacent to the Qiongzhou Strait and has fine port resources. It is about 60-70 minutes' drive from Haikou New Seaport

and Yangpu Port, only 26 nautical miles from Zhanjiang Liusha Port, 96 nautical miles from Beihai Port, and 10-minute

drive from the Jinpai Interchange of Huandao Expressway. It has excellent traffic with Jinlan Avenue with two-way

four-lane running through the park.

2017年12月，海南省人民政府印发《关于大力发

展装配式建筑的实施意见》，2019年，省委省政府

提出在金牌港重点发展装配式建筑产业。

In December 2017, Hainan Provincial People's Government

issued the \"Implementation Opinions on Vigorously

Developing Prefabricated Buildings\". In 2019, the

provincial party committee and the provincial government

proposed to focus on the development of the prefabricated building industry in Jinpai Port.

2020年5月，省政府加快推进装配式建筑发展，明确装配式建筑部

品部件的新增产能原则上应统筹集中布局到临高金牌港开发区，

从政策层面上支持金牌港开发区建设。

In May 2020, the provincial government accelerated the development of

prefabricated buildings, clarified that the new production capacity of prefabricated building components should be deployed in a centralized manner in

Lingao Jinpai Port Development Zone in principle, and supported the

construction of Jinpai Port Development Zone with policies.

关问题解决细化方案》的责权利定位，

明确临高县政府承担金牌港开发区开

and rights positioning of the \"Resolution Plan

for Relevant Problems of Industrial Parks in

Hainan Province\", it was clarified that the

2020年6月，编制了园区产业规划和起步区

5.58平方公里的控制性详细规划，明确了园区

产业、粮油加工物流产业。

In June 2020, the industrial planning of the park and

the detailed control plan for the starting area of 5.58

square kilometers were drawn up.Three leading

industries of the park were clarified: new construction

industry, marine equipment manufacturing industry,

grain and oil processing and logistics industry.

2020年 2021年12月17日，海南金发园区开发管理有限公司注册成立，负责临高金牌港开发

区的招商引资、运营管理、产业发展、制度创新、投资促进、企业服务等开发建设工

作。

On December 17, 2021, Hainan Jinfa Park Development Management Co., Ltd. was registered and

established, and is responsible for the development and construction of investment attraction,

operation management, industrial development, system innovation, investment promotion, and

enterprise services of Lingao Jinpai Port Development Zone.

2022年4月29日，中共海南省委办公厅发布通知，明确

将临高金牌港开发区单独作为自由贸易港重点园区管

理，享受自由贸易港重点园区政策。

On April 29, 2022, the General Office of the Hainan Provincial Party

Committee of the Communist Party of China issued a notice

stating that the Lingao Jinpai Port Development Zone would be

managed separately as a key free trade port park and enjoy the

policy of a key free trade port park.

2021年4月，冯飞书记（时任省长）到金牌港园区

调研时指出，园区的建设开发模式是核心问题，

强调要撬动社会资本，要选择有实力的、有长远

打算的、有和产业定位高度契合并能起到引领

作用的企业作为开发主体，还提出以后产业规

划的时候，首先要把港口建设起来，金牌港的产

业规划，产业和港口优势要结合起来。

发区建设有了新进展、新起色、新成效，临高县

委、县政府要拿出盯住不放、久久为功的韧劲，

确保各项工程建设又好又快。省财政厅和省发

改委要继续加强对临高县的指导，按照既定目

标任务，加快推进东港码头修复及加固工程建

设进度，积极争取省级专项债券支持额度。

2022年4月29日，中共海南省委办公厅发布通知（琼厅字【2022】18

号），明确将临高金牌港开发区单独作为自由贸易港重点园区管理，

享受自由贸易港重点园区政策。同时，金牌港开发区位于老城经济开

发区和洋浦经济开发区以及洋浦港和海口港之间，易于接受两区两

港的辐射带动，具有明显的经济和地理区位及区域辐射优势。

On April 29, 2022, the General Office of the Hainan Provincial Committee of the

Communist Party of China issued a notice (Qiong Office [2022] No. 18), specifying

that the Lingao Jinpai Port Development Zone will be managed as a key free trade

port park and enjoy the policy of a key free trade port park. At the same time, located

between Economic Development Zone of the Old Town and Yangpu Economic

Development Zone, as well as Yangpu Port and Haikou Port, Jinpai Port Development Zone is easy to accept the radiation of two districts and two ports and has

obvious economic and geographical location and regional radiation advantages.

金牌港为天然深水港，海域水深湾阔无淤，岸滩稳定，深水岸线长，适

于建造深水泊位群。金牌港规划共形成码头岸线4775m，规划为东

港区和西港区，共布置18个0.3-7万吨级泊位，规划码头年通过能力：

散杂货1680万吨+车辆200万辆+1000万人，陆域面积约350万㎡（约

5250亩）。

Jinpai Port is a natural deep-water port with wide bays without silt, stable shorelines,

and long coastlines, making it suitable for building deep-water berth groups. The

Jinjin Port is planned to form a quayside shoreline of 4,775 m. It can be divided to be

the East Port Area and the West Port Area with a total of 18 0.3-70,000-ton berths.

The planned annual throughput capacity of the terminal: 16.8 million tons of bulk

cargo and 2 million vehicles and 10 million people , the land area is about 3.5 million

square meters (about 5,250 mu).

金牌港开发区总规划面积为20.08平方公里，开发区范围内地形平

坦、坡度小，大多是旱地、荒地，有少量的水田和种植地；现状自然村

庄数量少、规模小，土地资源相对充裕，具备加快开发建设的土地要

素保障条件。

The total planned area of Jinpai Port Development Zone is 20.08 square kilometers.

The terrain within the development zone is flat and the slope gentle. Most land is dry

and wasted with a small amount of paddy fields and planting land. At present, the

natural villages are small in number and scale, so the land resources are relatively

abundant, guaranteeing conditions for land factor to speed up development and

construction.

目前开发区已进驻新型建筑（装配式建筑）企业20余家，部分企业已

投产运营，且多为头部央企和实力民企，金牌港新型建筑全产业链集

聚发展示范园区已初具雏形；在海洋装备制造产业方面，已进驻荷兰

巴克游艇、湖南海荃游艇、台湾嘉信游艇等知名游艇企业。

have settled in the Development Zone, some have gone into operation, although most

of them are leading central enterprises and powerful private enterprises, the demonstration park for the cluster development of the whole industry chain of new buildings

in Jinpai Port has begun to take shape. In marine equipment manufacturing industry,

Haiquan Yacht and Taiwan Schwab Yacht.

政府将投资逾250多亿元逐步完善园区内基础配套设施及公共服务

设施的开发建设，包括但不限于新建市政道路及现有道路扩展工程、

园区港口码头基础设施综合工程、园区污水处理厂建设工程、园区综

合服务中心工程、园区垃圾转运站、产业园未来社区等项目均已加快

推进。

The government will invest more than 25 billion yuan to gradually improve the

development and construction of basic supporting facilities and public service

facilities in the park, including but not limited to new municipal roads and existing

road expansion projects. Comprehensive port and dock infrastructure projects,

construction of sewage treatment plants in the park, the comprehensive service

第三条对符合我县主导产业发展规划的重大产

业项目优先保障用地需求。固定资产投资10亿元

（含）以上的新型建筑产业、高端海洋装备产业、

农渔产品加工物流产业、热带高效农业、海洋渔

业等招商引资项目优先申请列入省重点项目和

县重点项目，优先保障建设用地和耕地占补平衡

指标。

an investment of no less than 100 million yuan in fixed

assets, after the projects are completed and the production

capacity is stable, a certain percentage of the total

investment in fixed assets (excluding land costs, similarly

when the project is completed and landed in our county.

Article 3 The demand for land shall be preferentially guaranteed for major industrial projects that conform to the county's

leading industry development plan. Investment promotion

projects such as new type of building industry, high-end

marine equipment industry, agricultural and fishery product

processing and logistics industry, tropical high-efficiency

agriculture, marine fishery, etc. with a fixed asset investment

of more than 1 billion yuan (included) are given priority to

being included in the key projects on provincial and county

levels, guaranteeing the balance of occupation and compensation of construction land and cultivated land.

be implemented according to the annual charging standard

published by provincial Medical Security Bureau. The two

types of insurance enjoy a maximum period of 3 years. For

those who are employed within 3 years, the payment of living

subsidies and the payment of basic old-age insurance and

basic medical insurance for urban and rural residents shall

be stopped from the month following their employment.

Article 10 High-level talents who have signed a contract with

the employing units in this county for more than 3 years will

be given a one-time settlement subsidy of 500,000 yuan,

400,000 yuan, 300,000 yuan, 200,000 yuan and 100,000 yuan

respectively according to high-level talents of class A, B, C, D

and E.

第四章 人才优惠

Chapter 4 Talent privilege

第四条对新引进固定资产投资额不少于1亿元的

内资类项目，在项目落地形成产能后，按项目竣

工决算的固定资产投资总额(不含土地款，下同)

的一定比例给予奖励，固定资产投资额1亿元

(含)—1.5亿元(含)之间的部分，按2.5‰奖励;1.5

亿元—5亿元(含)之间的部分按3.5‰奖励;5亿元

以上的部分按4.5‰奖励，单个项目奖励金最高

不超过1000万元。中国500强企业投资项目(占股

40%以上)，固定资产投资额按1.2倍计算(仅指用

于奖励计算标准)。中国500强企业以项目建成落

地我县时《财富》杂志最新评选目录为准。

第五条对新引进实际到位注册资金不低于800万

美元(仅为我县注册公司)的外资项目，实际到位

注册资金800万美元的部分，按6‰奖励；800万—

3000万(含)美元之间的部分按7‰奖励；3000

万—6000万(含)美元之间的部分按8‰奖励；

6000万美元以上的部分按10‰奖励，奖励金按县

政府批准奖励当日国家外汇管理局公布的汇率

中间价结算为人民币发放，单个项目最高奖励

1000万元人民币。世界500强企业投资项目(占股

40%以上)，实际到位注册资金按1.2倍计算(仅指

用于奖励计算标准)。世界500强企业以项目建成

落地我县时《财富》杂志最新评选目录为准。

Article 5 For newly introduced foreign-funded projects with

actual registered capital of no less than 8 million US dollars

(only for registered companies in our county), the part of the

actual registered capital of 8 million US dollars will be

rewarded at 6‰; one between 8 million and 30 million US

dollars (included ) at 7‰; one between 30 million and 60

million US dollars (included) is rewarded at 8‰; one above

60 million US dollars is rewarded at 10‰. The reward

calculated by the central parity of the exchange rate

announced by the State Administration of Foreign Exchange

on the day will be approved by the government in RMB. The

maximum reward for a single project is no more than 10

million. For the investment projects from Global Fortune 500

(accounting for more than 40% of the shares), the actual

registered capital in place is calculated at 1.2 times (it only

refers to the calculation standard for rewards). The Global

Fortune 500 are subject to the latest selection list of Fortune

Magazine when the project is completed and landed in our

county.

Article 6 For the Global Fortune 500, the top 500 domestic

enterprises and the top 20 enterprises investing the

manufacturing projects of emerging industries with an actual

investment of more than 500 million yuan in our county and

the newly established R&D institutions with a total R&D

investment of no less than 50 million yuan, \"One case, one

discussion\" reward policy will be implemented.

Article 8 The County People's Hospital has opened a green

medical treatment channel for talents.

第六条对世界500强企业，国内500强、行业20强

企业在我县实际投资5亿元以上的新兴产业制造

类项目以及新设研发总投入不低于5000万元的

研发机构，可实行“一事一议”奖励政策。

Article 9 The spouses of high-level talents are encouraged to

work independently. For high-level talents in categories A, B,

C, D and E, if their spouses are unable to find employment

due to health conditions, personal ability, etc. they will receive

cost of living supplement of 100% of the average monthly

B类、C类、D类和E类高层次人才，其配偶因健康

状况、个人能力等原因无法就业的，以所在地在

岗职工上年度社会月平均工资为基数，按照第一

年100%，第二年75%，第三年50%的比例发放生

活补助费，并为其缴纳当年度的城乡居民基本养

老保险，按高层次A类、B类、C类、D类和E类人才

每年代缴档次为8000元、6000元、4000元、2000

元、1000元；以及为其缴纳次年度的城乡居民基

本医疗保险，城乡居民基本医疗保险的缴费标准

按照省医疗保障局公布的该年度的收费标准执

行。两种险种享受最长时间为3年。3年内实现就

业的，从就业的次月起停止发放生活补助费，停

止为其缴纳城乡居民基本养老保险和基本医疗

保险。

第七条固定资产投资10亿元（含）以上的新型建

筑产业、高端海洋装备产业、农渔产品加工物流

产业、热带高效农业、海洋渔业等招商引资项目，

在投资强度、年度产值及亩均税收达到省相关控

制指标要求，行业发展处于领先地位且区域带动

性强，是我县重大龙头项目的，在约定相关条件

的情况下，可实行“一事一议”给予支持，由县商

务局牵头，提出奖励意见报县人民政府研究审

定。

第十条高层次人才与本县用人单位签订合同3年

以上的，按高层次A类、B类、C类、D类和E类人才

分别给予50万元、40万元、30万元、20万元、10万

元的一次性安家补助费。

Article 7 Investment promotion projects such as new type of

industry, tropical high-efficiency agriculture, marine fishery,

etc. with fixed assets investment of more than 1 billion yuan

(included) with the investment intensity, annual output value

relevant provincial control indicators, besides, the industry

development being in a leading position and with the strong

regional driving force, and being a major leading project in

our county, under the circumstance that the relevant

conditions are agreed, they can be supported by the

approach of \"one case, one discussion\", led by the county

bureau of commerce which puts forward the reward opinions

and reports them to the county people's government for

research and approval.

第十一条依 据《海 南 省 高 层 次 人 才 分 类 标 准

（2020年）》《关于引进人才住房保障的指导意见》

（琼办发〔2018〕41号）和《临高县人民政府办公室

关于印发临高县引进人才住房保障实施细则的

通知》（临府办〔2019〕18号）等文件要求，以人才

公寓、发放住房租赁补贴和购房补贴、购买商品

住宅三种方式保障引进人才住房。

Article 12 If the provincial party committee and provincial

government have provisions for the children of the

introduced talents to enter the kindergarten, the school and

apply for the entrance examination for secondary school and

college entrance examination, our county shall assist in

dealing with the issues with the education of the children of

high-level talents in accordance with laws and regulations.

第十二条省委、省政府对引进人才子女入园、入

学以及中考、高考报考条件有规定的，我县依法

依规协助办理高层次人才子女教育问题。

第十三条对租赁厂房、办公用房和宿舍用房的高

新技术落户企业，在实际投资完成额达到协议投

资额后，项目投产之后3年内，按核定租用面积，

以每月4元/平方米的标准给予补贴，单个企业补

贴金额累计最高不超过100万元。

Article 14 Universities, institutions, enterprises and other

legal entities as well as capable individuals are encouraged to build and operate mass innovation spaces and

incubators(incubation bases). For a building area of

more than 500 square meters, the construction and

operation subject will be given a one-time subsidy of

120 yuan per square meter after the overall decoration

and acceptance of the building, and the maximum

subsidy is no more than 200,000 yuan.

Article 13 After the actual investment reaches the

agreed amount of investment, the high-tech enterprises

that settle down in leased factories, office buildings and

dormitory buildings will be subsidized at the standard of

4 yuan per square meter per month within 3 years after

the project is put into operation. The accumulative

amount of subsidy for a single enterprise shall not

exceed 1 million yuan.

实“店小二”一站式政务服务。

Article 15 In the county government service hall, we will set

up a green window for the approval of investment projects

第十六条 连续三年被评为A级纳税人且投资我县

的重点项目，由县招商专班专人为企业提供专项

招商服务，并开通绿色通道。

for three consecutive years and invested in key projects in

our county, the county's investment promotion team will

provide special investment promotion services for enterprises and open green channels.

第十四条鼓励高校院所、企业等法人单位及有实

力的个人建设运营众创空间、孵化器（孵化基

地）。对建筑面积500平方米以上的，建设运营主

体在建筑整体装修完毕并验收交付后，一次性按

120元每平方米给予补助，最高不超过20万元。

第五章 租金优惠

Chapter 5 Rental Concessions

第十七条本文件中相同的优惠政策按“就高不就

低”和“不重复享受原则”。企业、机构或个人除享

受本文件的优惠政策外，可同时享受海南省、临

高县的其他相关优惠政策，相同政策按就高不就

低和不重复享受原则执行（相应条款有明确规定

的除外）。

Article 20 If enterprises (institutions) meet the requirements

of reward in the supporting  measures, before January 25 of

next year, they should apply for annual funding support, and

provide the application according to the requirements, the

provisions in accord with the measures, tax receipts, fixed

asset investment (county bureau approved), certificate of

production (the county bureau of statistics approved),

certificate of registered capital actually in place to Lingao

County Bureau of Commerce. Ways to realize:

Relevant departments led by the County Bureau of

Commerce and organized by County Finance Bureau, County

Development and Reform Commission, County Statistics

Bureau, County Tax Bureau, etc. verify related materials of the

enterprise and report to the county government for examination and approval. The county government will publish the

reward opinions after preliminary determination, and the

publicity period will be 5 working days. After the expiration of

the publicity period, the governing body of the project will

apply for funds, reimburse accounts and cash the reward

funds to the County Finance Bureau after all parties have no

objection.

Article 21 This policy came into effect on January 21, 2022

and is valid for three years. The county Bureau of Commerce

together with relevant units will be responsible for interpretation. During the implementation of this Policy, if the relevant

policies of the state, province or county are adjusted, the

latest relevant policies of the state, province or county shall

prevail, and the relevant provisions of this policy shall be

adjusted accordingly.

Article 17 The same preferential policies are carried out

under the principles of \"prefering higher to lower\" and \"non-repetitive enjoyment\". In addition to enjoying the preferential

policies in this document, enterprises, institutions or individuals can also enjoy other relevant preferential policies in

Hainan Province and Lingao County. The same policy is

implemented by the above principles. (Except as expressly

stipulated in the corresponding clauses).

第十八条本办法所述的“奖励和优惠政策”在符

合法律、法规、规章和有关政策的前提下，采取

“一企一策、一事一议”招商项目，招商部门根据

投资项目规划和企业发展目标，与投资方签订

“对赌”协议，达到考核指标后给予相应扶持，未

达到的不得享受相应扶持。

惠政策，并责令其退回奖补所得，及时向省、县相

关部门予以通报。享受优惠政策的个人，存在有

意骗取优惠政策情况，依法收回所奖励现金及物

资。涉及违法的将依法追究相关法律责任。

Article 19 Enterprises and institutions enjoying preferential

policies shall have their preferential policies cancelled, and

be ordered to return their rewards and subsidies and be

informed to the relevant departments of province and county

in a timely manner if they engage in fraud, do not use support

funds in accordance with regulations, or refuse to cooperate

with performance evaluation, supervision and inspection of

industrial funds. Any individual enjoying preferential policies

who intentionally defrauds the preferential policies shall be

ordered to return the cash and materials awarded according

to law. Relevant legal responsibilities will be investigated in

accordance with the law.

第二十条符合本扶持办法奖励条件的企业（机

构），于次年1月25日前，向临高县商务局提出年

度资金扶持申请，并按要求提供申请书、符合本

办法规定奖励条件的相关证明、缴税凭证、固定

资产投资（县统计局认可）、产值证明（县统计局

认可）、实际到位注册资金证明等材料。兑现方

式：由县商务局牵头，组织县财政局、县发改委、

县统计局、县税务局等有关部门核查企业相关材

料并上报县政府研究审定。县政府初步确定奖励

意见后予以公示，公示期5个工作日，公示期满各

方无异议后由项目主管部门向县财政局提出资

金申请、报账、兑现奖励资金。

第二十一条本政策自2022年1月21日起施行，有

效期三年，由县商务局会同相关单位负责解释。

本政策在执行过程中若遇国家、省、县相关政策

调整，以国家、省、县最新相关政策为准，本政策

相关条款内容将作相应调整。

(2) The enterprise is registered in Lingao County;

（三）企业注册实缴资本金不低于2000万元人民

（四）企业入园项目应符合国家产业政策以及安

全生产、环境保护、产业布局、集约用地等要求，

且属于新型建筑产业（装配式建筑）、海洋装备制

造产业、粮油加工物流产业。

(4) The projects from the enterprise for entering the park

shall comply with the national industrial policy and the

requirements of safety production, environmental protection,

industrial layout, intensive land use, etc., and belong to the

new-type building industry (prefabricated buildings), marine

equipment manufacturing industry, grain and oil processing

and logistics industry.

（五）企业入园项目应符合《海南自由贸易港鼓励

类产业目录（2020年本）》，且同时符合《临高县产

业发展规划（2021-2035）》和《临高金牌港开发区

“十四五”发展规划（2021-2025年）》。

(5) The projects of enterprises for entering the park should

conform to the List of Encouraged Industries of Hainan Free

Trade Port (2020 Edition), as well as the Industrial Development Plan of Lingao County (2021-2035) and the 14th

Five-year Development Plan of Lingao Jinpai Port Development Zone (2021-2025).

（八）对于新型建筑产业（装配式建筑）、海洋装备

制造产业、粮油加工物流产业的国内外研发、设

计机构及高等院校研究实验室、产业员工培训、

产业电子交易平台、产业会展等相关项目不受上

述前七条基本条件约束，一事一议。

（六）国家发布的《产业结构调整指导目录（2019

年本）》（如有更新版本，以最新版本为准）中限制

类和淘汰类项目、列入《海南自由贸易港外商投

资准入特别管理措施（负面清单）（2020年版）》的

资准入特别管理措施（负面清单）（2020年版）》的

项目、清洁生产水平达不到国内先进水平的项

目、法律法规和相关国家、海南省政策明令禁止

的落后产能项目、水污染型项目、产生铅、铬、镍、

汞、镉等重金属污染物排放的产业项目以及不符

合园区产业定位的项目原则上不予准入。

(6) Industrial projects that discharge heavy metal pollutants

such as Lead, chromium, nickel, mercury, cadmium and those

that do not conform to the industrial orientation of the park,

that are limited or eliminated in the Guidance Catalogue for

Industrial Structure Adjustment (2019 Edition) issued by the

State (if this edition is updated, it will be subject to the latest

version), that are included in Special Administrative

Measures for Foreign Investment Access in Hainan Free

Trade Port (Negative List) (2020 Edition), projects whose

clean production levels do not reach the domestic advanced

level, backward production capacity projects and water-polluting projects explicitly prohibited by laws and regulations

and relevant national and Hainan provincial policies will not

be allowed to access in principle.

(7) The enterprise has a mature management model and has

mature experience in product, research and development and

sales management.

(8) Related projects for the domestic and foreign research

and development of new-type building industry (prefabricated building), marine equipment manufacturing industry, grain

and oil processing and logistics industry, design institutions

and research laboratories of higher education institutions,

industrial employee training, industrial electronic trading

platform, industrial exhibition, etc. are not subject to the first

seven basic requirements above, they will be discussed for

their own case’s sake.
