The State Council established an inter-ministerial coordination group for the construction of the science and technology city composed of

19 ministries and commissions including the Ministry of Science and Technology and the National Development and Reform Commission.

The Vice Premier of the State Council who is in charge of science and technology regularly convenes meetings of the inter-ministerial

coordination group to study the construction of the science and technology city. In the new era, China has bestowed Mianyang the

glorious mission of exploring paths, accumulating experience, and setting examples during the implementation of national strategies

including innovation-driven development and building an innovative country, and clearly supports Mianyang Science & Technology City

to establish a science and technology innovation pilot demonstration zone.

Sichuan Province has established a leading group for the construction of China (Mianyang) Science & Technology City headed by the

governor of the provincial government. Besides 10 policies of Sichuan Province for the construction of the Science & Technology City and

19 provincial economic management authorities, 20 strong supporting policies with strong high-value support policies are introduced.

In addition, provincial-level land-use approval authority is decentralized to Mianyang to support the accelerated development of China

(Mianyang) Science & Technology City in an all-round way.

The construction of the Chengdu-Chongqing Twin-city Economic Circle is a major strategic decision made by General

Secretary Xi Jinping and the Party Central Committee so as to put emphasis on the new development stage, manage the

western hinterland, improve the regional layout, and promote coordinated development. Mianyang is noted for 5 times in

the Construction and Planning Outline of Chengdu-Chongqing Twin-city Economic Circle printed and issued by the CPC

Central Committee and the State Council, which provides strategic guide for Mianyang to seize opportunities and accelerate

Mianyang has established a complete guarantee mechanism for the landing elements of major investment promotion projects, which

comprehensively guarantees various elements such as land, water, electricity, and gas. With “1+4” industrial investment funds established

with an investment from the municipal government, i.e. Major Industry Investment Fund of the Mianyang Science and Technology City,

Mianyang-flourishing Fund, County Fund, Assistance Fund and Jujiu Fund, Mianyang boasts strong financing supporting and capital

support capabilities.

Mianyang has issued 43 provisions for building a service-oriented government, 33 provisions for promoting the sound development of

the private economy, and 35 provisions for optimizing the business environment, and other policies and measures. The “service green card”

system for key enterprises and key investment projects has been founded. The time for business establishment, real estate registration,

and general construction project approval has been reduced to within 0.5, 1, and 80 working days respectively. Thanks to these efforts,
