海口国家高新区于 1991 年成立，是全省唯一的国家级高新区，也是海南自由贸易港 11 个重点园区中唯
一涵盖“旅游业、现代服务业、高新技术产业”三大主导产业的园区。
Established in 1991, Haikou National High-tech Zone is the only national-level high-tech zone in Hainan
province, and the only one of the 11 key parks within the Hainan FTP that encompasses “tourism, modern
service, and high technology”.

截至目前入园企业有 1 万 余家，其中，高新技术企业 220 家，约占全市 24%；医药产业也成为全省的
支柱产业，其中，医药企业共 66 家、医疗器械类企业共 19 家、医药文号共有 1590 个，海口市医药工业总
产值占全省 97% 以上、高新区占海口市 80% 以上。
2021 年全国生物医药产业园区排名“生活环境”单项位列第 5 名、中国医药工业百强企业有 9 家在高
新区落户、中国生物医药产业园区排名第 29 名、中国生物医药城市创新指数 19 名；药品通过 FDA 批准的
企业有 5 家：齐鲁、先声、双成、澳美、华益泰康。
Over 10,000 enterprises have settled in the park, including 220 high-tech enterprises, accounting for
about 24% of the total in the city. The pharmaceutical industry is a pillar industry for the province, with
66 pharmaceutical companies, 19 medical device companies, and 1,590 drug approval numbers. Haikou
pharmaceutical sector’s total output value accounts for over 97% of the province, and the high-tech zone
accounts for over 80% of Haikou.
In 2021, it ranked 5th among national biomedicine industrial parks in the “live and work” category,
29th among Chinese biomedicine industrial parks, and 19th on China’s biomedicine city innovation
index. Nine of China’s top 100 pharmaceutical companies have settled in the high-tech zone: There are 5
companies approved by the FDA: Qilu, Simcere, Hainan Shuangcheng, Bright Future, and Visum Pharma.

商贸、文娱中心以及交通枢纽半小时交通圈内。
Haikou National Hi-Tech Industrial Development Zone is the only key zone of industrial parks in Hainan
Free Trade Port covering three pillar industries: tourism, modern service industry and hi-tech industry. The
hi-tech industry features a 3+X pattern, namely biomedicine and medical device, high-end food processing,
and energy conservation and environmental protection, plus advanced manufacturing. Tourism focuses on
tourism + sports, visual and performing arts, duty-free shopping, business and leisure, and cultural sports.
The modern service industry is engaged in culture, sports, tourism, visual and performing services, financial
services, and high-end professional services, aiming to build a cooperative demonstration service industry
zone in Hainan, Hong Kong (China) and Macao (China).
Covering a total planned area of 85.42 km², Haikou National Hi-Tech Industrial Development Zone
develops in a diverse pattern of “one zone plus seven industrial parks”, including Mei’an Ecological
Science and Technology New Town, Medicine Valley Industrial Park, Shiziling Industrial Park, Yunlong
Industrial Park, Mission Hills Tourist Park, and West Coast Headquarters Economic Zone. All of them are
located in the politics, commerce, cultural and entertainment center as well as the half-hour traffic circle of
transport hub.

National Hi-Tech Industrial Development Zone is the first project of salable factories in Hainan Province.
Located at 81 Mei’an Avenue, the park covers a floor area of 230 mu, including 77.04 mu and 133,300 m2 for
phase I. It is positioned as an area for garden-style high-end factories available for rent and sales.
The park features core competitiveness in providing ① two professional services for the government

East Lake High-tech Biomedical Innovation Public Service Platform

Avenue) in Haikou High-tech Zone, the project covers a total area of 154 mu, with a total construction area of
157,800m3 and a total investment of RMB 1.5 billion, developed and operated by Wuhan East Lake High-tech
Group and Haikou National High-tech Zone International Investment Co., Ltd., focusing on biomedical R&D,
medical devices, biological testing industries, and actively building zero-carbon parks and smart parks, and is

交房标准为简装并配置厨房三件套、空调。住房销售价格拟定为 12000 元 / 平方米，地下停车位销售价格上

（4）配售对象
房源由海口国家高新区筹集，面向全市符合条件的企业进行配售。具体有三种方式： 一是由企业签订商品房
买卖合同、缴纳房款并办理网签备案。二是先由企业签订认购意向协议并缴纳房款，企业可再根据实际情况将住房
指标分配给在本企业工作满五年的人才，由人才个人签订商品房买卖合同并办理网签备案。三是鼓励企业将住房指
标分配给在本企业工作满五年的人才，由人才个人签订商品房买卖合同并缴纳房款。对于在企业工作未满五年的人
才，经企业同意后，先由人才个人签订认购意向协议并缴纳房款，满足在本企业工作五年的条件后，再签订商品房

Turnkey standards and pricing
Allotment objects
The turnkey standard is of simple decoration and equipped with a three-piece kitchenware and air
conditioning. The sales price proposed for living quarters is 12,000 yuan/m² ; the sales price of underground
parking spaces shall not exceed 136,400 yuan/parking space.
The housing resources are organized by Haikou National High-tech Zone to allot to enterprises in the city.
Three methods: First, the enterprise shall sign the Real Estate Purchase and Sale Contract, pay the housing money
and register online for the record. Second, the enterprise shall sign the subscription intention agreement and pay
the housing money, allocate the housing quota to the talents that have worked in the enterprise for full five years
according to the actual situation, and the talent individuals shall sign the Real Estate Purchase and Sale Contract
and register online for the record. Third, enterprises are encouraged to allocate the housing quota to the talents
that have worked in the enterprise for full five years, and the talent individuals shall sign the Real Estate Purchase
and Sale Contract and pay the housing money. For talents that have worked in the enterprise not up to five years,
with the consensus of the enterprise, shall sign the individual subscription intention agreement and pay house
money, and then sign the Real Estate Purchase and Sale Contract and register on line for the record till they meet
the conditions of working in the enterprise for full five years.

Fine decorated turnkey standards; the sales price proposed for living quarters is 10,800 yuan/m² (including

The housing resources are organized by Haikou National High-tech Zone to allot to enterprises that meet

Maple Leaf International School-Hainan (formerly Hainan National University Science Park Experimental School)

Barca Academy Pro Haikou was founded in 2017 by Spain's FC Barcelona and China's Mission Hills Group.

上市公司）股权投资达到 1000 万元（或等额外资）及以上，按照实际获得投资额的 1% 给予企业奖励。单个

The Measures proposes to support the development of technology start-ups specializing in bio-medicine.
High-end innovative enterprises mainly engaged in Class I chemical drugs, Class I to Class III biological
products (for treatment and prevention), high-end preparations, Class I and Class III medical devices of
traditional Chinese medicine or innovative medical devices that receive a single equity investment at or
above RMB 10 million (or equivalent foreign capital) from a professional investment institution (or listed
company) in market-oriented operation shall be rewarded 1% of the actual investment amount, subject to a

Low-carbon manufacturing (Supportive Policies of Haikou City for Industrial Development)
Focus on supporting the accelerated development of low-carbon manufacturing, high technology
industries, and advanced manufacturing, mainly in biomedicine, medical devices, new energy vehicles,
machinery and electronics, and fully biodegradable new materials. “Pharmaceutical enterprises” herein
refer only to drug manufacturers and medical device manufacturers, excluding pharmaceutical distribution
and research and development enterprises. However, to speed up the coordinated development of the
pharmaceutical industry, pharmaceutical distribution and research and development enterprises refer to the
applicable provisions of this regulation.
